Sanctuaries provide the cozy in Cozy horror.
Sanctuaries are safe and secure. They invoke warmth. Warm lighting, warm food, warm drinks. And windows to see the harsh conditions outside and emphasize the contrast.
In most cases, whenever a major character is in a sanctuary, he or she should be in the company of friends.
At least some of the sanctuary scenes need friends dining together.
Sanctuaries should not simply be places of leisure. They should involve rest but should also involve industry. Not only do sanctuaries involve people preparing food and maintaining the sanctuary, there should be some degree of the people being served who are also working. I may be mixing too much of my Millennial culture into this, but I still like the notion of people working at a desk while drinking a fancy beverage.
Also, a significant portion of the discussion within sanctuaries should be about the dangerous world outside, both general discussion and planning next steps and future excursions.
