A political movement against magic.
The Necromancers are used as a straw man argument and a case that all magic is bad.
In earlier versions of this idea, I hadNivana as the most audience-visible proponent of this movement in TWOLD, but I don’t like that now.
The focus on Nivana was partially why I first cancelled this arc.
The idea in its original form felt to pretentious. It was unrealistic in bad ways.
I may still be able to achieve everything I wanted out of this arc without Nivana being the figurehead.
Maybe Nivana can still be a part of the movement without being unrealistically leading it.

While Nivana shouldn’t be the figurehead for the campaign, she still can be the story’s protagonist for the campaign—the main representative of the campaign for the audience.

The way these designs are going, it looks like a charismatic spin doctor is needed to assist Nivana in her campaign.
Without creating a new character for the role, Miles is the best off-the-shelf option. Miles fits the role well because:
<aside> 💡 Maybe a tragic event occurs which Miles promptly capitalizes on to vilify magic, and in a later part it is revealed that Miles caused the event. Maybe in doing so he “kills two birds with one stone”, such as magically murdering someone who was about to reveal Miles’ own crimes. (Though if Miles is planning on disappearing soon, revealing his crimes has less punch. It might be better if the revelation somehow involves his larger plans and some of the more transcendent—TBD—mechanisms he is scheming to leverage.)
